Amateur radio operators communicate using transmission modes including, but not limited to, Morse code, telephony and data.<\/p>\n<p>Anyone can listen to the amateur bands using a receiver, but to transmit, operator qualifications and a licence issued by the ACMA are required.<\/p>\n<p>The amateur apparatus licence type is defined in the <a href=\"http:\/\/www.acma.gov.au\/webwr\/aca_home\/legislation\/radcomm\/acts\/consolidations\/radint_2000.pdf\">Radiocommunications (Interpretation) Determination 2000<\/a>.<\/p>\n<p>&nbsp;<\/p>\n<p><a name=\"_Toc253037993\"><\/a><strong>Use of an amateur station<\/strong><\/p>\n<p>\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 The licensee:<\/p>\n<p>\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 (a)\u00a0\u00a0\u00a0 must use an amateur station solely for the purpose of:<\/p>\n<p>\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 (i)\u00a0\u00a0\u00a0 self training in radiocommunications; or<\/p>\n<p>\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 (ii)\u00a0\u00a0\u00a0 intercommunications; or<\/p>\n<p>\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 (iii)\u00a0\u00a0\u00a0 technical investigations into radiocommunications; or<\/p>\n<p>\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 (iv)\u00a0\u00a0\u00a0 transmitting news and information services related to the operation of amateur stations, as a means of facilitating intercommunication; and<\/p>\n<p>\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 (b)\u00a0\u00a0\u00a0 must not use an amateur station for financial gain; and<\/p>\n<p>\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 (c)\u00a0\u00a0\u00a0 must not transmit:<\/p>\n<p>\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 (i)\u00a0\u00a0\u00a0 a message that is, or includes, an advertisement; or<\/p>\n<p>\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 (ii)\u00a0\u00a0\u00a0 any form of entertainment.<\/p>\n<p>[\/et_pb_toggle][\/et_pb_column][\/et_pb_row][et_pb_row column_structure=&#8221;1_3,2_3&#8243; _builder_version=&#8221;4.9.10&#8243; _module_preset=&#8221;default&#8221; custom_padding=&#8221;||0px|||&#8221;][et_pb_column type=&#8221;1_3&#8243; _builder_version=&#8221;4.9.10&#8243; _module_preset=&#8221;default&#8221;][et_pb_text _builder_version=&#8221;4.9.10&#8243; _module_preset=&#8221;default&#8221; hover_enabled=&#8221;0&#8243; sticky_enabled=&#8221;0&#8243;]<\/p>\n<p>1.2\u00a0 Types of licences<\/p>\n<p>[\/et_pb_text][\/et_pb_column][et_pb_column type=&#8221;2_3&#8243; _builder_version=&#8221;4.9.10&#8243; _module_preset=&#8221;default&#8221;][et_pb_text _builder_version=&#8221;4.9.10&#8243; _module_preset=&#8221;default&#8221; custom_margin=&#8221;||-4px|||&#8221; custom_padding=&#8221;||2px|||&#8221;]<\/p>\n<ul>\n<li><strong><em>Recall that Amateur radio activities are authorised under an amateur licence. Other forms of licences authorise types of radiocommunications such as Citizens Band (CB), Land mobile, Point to Point Links and Broadcasting.<\/em><\/strong><\/li>\n<\/ul>\n<p>[\/et_pb_text][et_pb_toggle title=&#8221;Licensing options&#8221; _builder_version=&#8221;4.9.10&#8243; _module_preset=&#8221;default&#8221; title_font=&#8221;|700|||||||&#8221; title_font_size=&#8221;14px&#8221; custom_padding=&#8221;10px|||||&#8221; hover_enabled=&#8221;0&#8243; sticky_enabled=&#8221;0&#8243;]<\/p>\n<p>The amateur licensing options are detailed in Table 1. For more detailed technical information refer to the <a href=\"http:\/\/www.comlaw.gov.au\/comlaw\/Legislation\/LegislativeInstrumentCompilation1.nsf\/0\/CC456ED0C4803869CA2573F4001B9F93?OpenDocument\">Radiocommunications Licence Conditions (Amateur Licence) Determination No. 1 of 1997<\/a> (Amateur LCD).\u00a0<\/p>\n<p>&nbsp;<\/p>\n<p><a name=\"_Toc253037897\"><\/a>Table 1 &#8211; Amateur licensing options<\/p>\n<table>\n<tbody>\n<tr>\n<td width=\"15%\">\n<p><strong>Advanced <\/strong><\/p>\n<\/td>\n<td width=\"85%\">\n<p>The Advanced licensing option allows operation on all bands allocated to amateurs in Australia.<\/p>\n<\/td>\n<\/tr>\n<tr>\n<td width=\"15%\">\n<p><strong>Standard <\/strong><\/p>\n<\/td>\n<td width=\"85%\">\n<p>The Standard licensing option allows restricted operation on the 3.5, 7, 14, 21, 28, 52, 144, 430, 1240, 2400 and 5650 MHz amateur bands.<\/p>\n<\/td>\n<\/tr>\n<tr>\n<td width=\"15%\">\n<p><strong>Foundation <\/strong><\/p>\n<\/td>\n<td width=\"85%\">\n<p>The Foundation licensing option allows restricted operation on the 3.5, 7, 21, 28, 144 and 430 MHz amateur bands.<\/p>\n<\/td>\n<\/tr>\n<tr>\n<td width=\"15%\">\n<p><strong>Repeater <\/strong><\/p>\n<\/td>\n<td width=\"85%\">\n<p>The Amateur Repeater licensing option authorises the operation of stations that automatically re-transmit transmissions from other amateur stations. Amateur repeaters are used to improve the communications coverage of the amateur service. They are usually sited to take advantage of terrain characteristics that enhance coverage. They may employ either two-frequency (receive information transmitted from amateur stations on one frequency and re-transmit it on another) or single-frequency (receive and transmit on the same frequency using information storage and delayed transmission techniques) operating modes. The frequency channel assigned by the ACMA will normally accord with channel arrangements developed by the Wireless Institute of Australia (WIA). Normally, all applications for proposed repeater services are expected to be endorsed by the WIA. Amateurs may only gain access to repeaters that have input and output frequencies within bands authorised under the amateur&#8217;s own licence.<\/p>\n<\/td>\n<\/tr>\n<tr>\n<td width=\"15%\">\n<p><strong>Beacon <\/strong><\/p>\n<\/td>\n<td width=\"85%\">\n<p>Amateur Beacons are used by other amateur stations, principally for the purpose of identifying propagation conditions, that is, the effect the earth&#8217;s atmospheric layers and space have on radiofrequency emissions.<\/p>\n<p>&nbsp;<\/p>\n<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<p>[\/et_pb_toggle][et_pb_toggle title=&#8221;Categories of licences (from ACMA)&#8221; _builder_version=&#8221;4.9.10&#8243; _module_preset=&#8221;default&#8221; title_font=&#8221;|700|||||||&#8221; title_font_size=&#8221;14px&#8221; custom_padding=&#8221;10px|||||&#8221; hover_enabled=&#8221;0&#8243; sticky_enabled=&#8221;0&#8243;]<\/p>\n<div class=\"field__item\">\n<div class=\"apply-tooltip paragraph body-copy paragraph--type--html paragraph--view-mode--default processed-tooltip-1 processed-tooltip-2 processed-tooltip-3 processed-tooltip-4\">\n<div class=\"paragraph-content\">\n<h2 class=\"content-anchor\" id=\"categories-of-licences\"><span style=\"font-size: 16px;\">There are 3 categories of radiocommunications licences:<\/span><\/h2>\n<div class=\"field field--name-field-html field--type-text-long field--label-hidden field__item\">\n<ul>\n<li><a href=\"https:\/\/www.acma.gov.au\/node\/1586\">apparatus<\/a><\/li>\n<li><a href=\"https:\/\/www.acma.gov.au\/node\/1587\">class<\/a><\/li>\n<li><a href=\"https:\/\/www.acma.gov.au\/node\/1588\">spectrum<\/a><\/li>\n<\/ul>\n<h3>Apparatus licences<\/h3>\n<p>You may apply for an apparatus licence to operate certain types of:<\/p>\n<ul>\n<li>transmitters<\/li>\n<li>receivers<\/li>\n<\/ul>\n<p>There are\u00a0<a href=\"https:\/\/www.acma.gov.au\/node\/1586\">16 transmitter licences<\/a>. A licence to operate a transmitter will let you use certain equipment at a specific location or within a geographic area.<\/p>\n<p>Your licence may be:<\/p>\n<ul>\n<li>an<span>\u00a0<\/span><button class=\"a-tooltip active-tooltip\" data-tippy-content=\"We will allocate you a frequency.\">assigned licence<\/button><\/li>\n<li>a<span>\u00a0<\/span><button class=\"a-tooltip active-tooltip\" data-tippy-content=\"You share certain frequencies with other users.\">non-assigned licence<\/button><\/li>\n<\/ul>\n<p>There are\u00a0<a href=\"https:\/\/www.acma.gov.au\/node\/1586\">5 receiver licences<\/a>. These are<span>\u00a0<\/span>assigned licences. You can licence a receiver to prevent interference by having an assigned frequency.<\/p>\n<p>You need to pay a fee to get an apparatus licence. We usually give them for one\u00a0year and you can opt to renew.<\/p>\n<p>To apply for an assigned transmitter or receiver licence,\u00a0<a href=\"https:\/\/www.acma.gov.au\/node\/1584\">contact an accredited person<\/a>.<\/p>\n<p>For a<span>\u00a0<\/span>non-assigned licence, you can apply to us. Choose the licence you need from the<span>\u00a0<\/span><a href=\"https:\/\/www.acma.gov.au\/node\/1586\">list of apparatus licences<\/a>. Then, download the application form on the relevant licence page.<\/p>\n<h3>Class licences<\/h3>\n<p>A class licence lets you use common radio equipment on shared frequencies.<\/p>\n<p>There are\u00a0<a href=\"https:\/\/www.acma.gov.au\/node\/1587\">15 class licences<\/a>.<\/p>\n<p>Each licence has rules about the type of equipment you can use, and how you can use it. These rules aim to prevent interference to you and other users.<\/p>\n<p>You do not need to apply for a class licence and there are no licence fees.<\/p>\n<h3>Spectrum licences<\/h3>\n<p>A\u00a0s<a href=\"https:\/\/www.acma.gov.au\/node\/1588\">pectrum licence<\/a>\u00a0lets you use a range of radio devices in a specific:<\/p>\n<ul>\n<li>geographic area<\/li>\n<li>frequency band<\/li>\n<\/ul>\n<p>Spectrum licences may be valid for up to 15 years.<\/p>\n<p>We usually auction spectrum licences. Organisations consider them assets.<\/p>\n<p>If you hold a spectrum licence, you can also trade it (or parts of it) with others.<\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<div class=\"field__item\">\n<div class=\"apply-tooltip paragraph body-copy paragraph--type--html paragraph--view-mode--default processed-tooltip-1 processed-tooltip-2 processed-tooltip-3 processed-tooltip-4\">\n<div class=\"paragraph-content\">\n<h2 class=\"content-anchor\" id=\"use-someone-elses-licence\">Use someone else&#8217;s licence<\/h2>\n<div class=\"field field--name-field-html field--type-text-long field--label-hidden field__item\">\n<p>You may be able to use someone else&#8217;s licence if you wish to access a radio frequency.<\/p>\n<p>Search the\u00a0<a href=\"https:\/\/www.acma.gov.au\/register-radiocommunications-licences-rrl\">Register of Radiocommunications Licences<\/a>\u00a0to see who owns a licence in the area or frequency you need.<\/p>\n<p>You can then contact the owner who may be able to:<\/p>\n<ul>\n<li>share their frequency with you<\/li>\n<li>trade part of their spectrum allocation with you<\/li>\n<\/ul>\n<p>If you use someone else&#8217;s licence, you must follow all the rules of their licence.<\/p>\n<p>They will also need to\u00a0<a href=\"https:\/\/www.acma.gov.au\/let-someone-else-use-your-licence\">tell us that they have let you use their licence<\/a>.<\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<p>[\/et_pb_toggle][et_pb_toggle title=&#8221;What a class licence is for (from ACMA)&#8221; We issue most apparatus licences for one\u00a0year.<\/p>\n<p>We review requests for longer licences on an individual basis. The first will be a validation notice that reminds you your licence renewal is coming up. It\u00a0gives you the chance to make changes to your licence\u00a0before the renewal.<\/p>\n<p>After the validation notice, we will send you a renewal notice. You will need to pay this if you wish to keep your licence. We will not make any changes to the licence,\u00a0or process the surrender or transfer of a licence during the renewal period.<\/p>\n<p>You will need to pay the renewal notice in full before changes will be made. You will need to take action because renewal is not automatic.<\/p>\n<p>Once you receive a licence, we will not cancel it unless you:<\/p>\n<ul>\n<li><a _builder_version=&#8221;4.9.10&#8243; _module_preset=&#8221;default&#8221; title_font=&#8221;|700|||||||&#8221; title_font_size=&#8221;14px&#8221; custom_margin=&#8221;-35px|||||&#8221;]<\/p>\n<p><span style=\"font-size: 14px;\">The operation of radiocommunications equipment authorised by an amateur apparatus licence is subject to:<\/span><a name=\"_Toc253037902\"><\/a><\/p>\n<ul>\n<li>conditions specified in <a href=\"http:\/\/www.comlaw.gov.au\/ComLaw\/Legislation\/ActCompilation1.nsf\/current\/bytitle\/5655F30B0454B074CA2571AF0080D2D5?OpenDocument&amp;mostrecent=1\">the Act<\/a><a href=\"http:\/\/www.comlaw.gov.au\/ComLaw\/Legislation\/ActCompilation1.nsf\/current\/bytitle\/5655F30B0454B074CA2571AF0080D2D5?OpenDocument&amp;mostrecent=1\">,<\/a> including an obligation to comply with the Act;<\/li>\n<li>a condition that any radiocommunications device operated under the licence must comply with all standards applicable to it;<\/li>\n<li>conditions specified in any determination made by the ACMA under paragraph 107(1)(f) of the Act;<\/li>\n<li>conditions specified in the licence; and<\/li>\n<li>any further conditions imposed by the ACMA under section 111 of the Act.<\/li>\n<\/ul>\n<p>Generally, conditions are applied to licences to enable users to communicate effectively with a minimum of interference. All conditions relating to a licence must be complied with.<\/p>\n<p>[\/et_pb_toggle][et_pb_toggle title=&#8221;Licence conditions determinations &#8221; _builder_version=&#8221;4.9.10&#8243; _module_preset=&#8221;default&#8221; title_font_size=&#8221;14px&#8221;]<\/p>\n<p><a name=\"_Toc253037903\"><\/a>The ACMA may determine, by written instrument, conditions relating to apparatus licences. These conditions are known as Licence Conditions Determinations (LCDs).<span style=\"font-size: 14px;\">The <\/span><a href=\"http:\/\/www.comlaw.gov.au\/ComLaw\/Legislation\/LegislativeInstrument1.nsf\/asmade\/bytitle\/BCDCEDE18FF8C3C5CA256F8D001F8842?OpenDocument\" style=\"font-size: 14px;\">Radiocommunications Licence Condition (Apparatus Licence) Determination 2003<\/a><span style=\"font-size: 14px;\"> contains licence conditions that are common to all apparatus licences.<\/span><\/p>\n<p>The conditions applicable to amateur licences are contained in the <a href=\"http:\/\/www.comlaw.gov.au\/comlaw\/Legislation\/LegislativeInstrumentCompilation1.nsf\/0\/CC456ED0C4803869CA2573F4001B9F93?OpenDocument\">Amateur LCD<\/a>. These conditions include the type of communications permitted, with whom the operator is permitted to communicate, callsign usage and relevant transmission parameters.<\/p>\n<p>An <a href=\"http:\/\/www.acma.gov.au\/WEB\/STANDARD\/pc=PC_1255#Advisory_Notes\">advisory note<\/a> is automatically attached to licences where an LCD is in force. The advisory note references the applicable LCD.<\/p>\n<p>The licence conditions imposed through the relevant LCD may change from time to time. Licensees should ensure that they have informed themselves of the current conditions imposed by the ACMA.<\/p>\n<p>Amateur stations cannot, generally, be authorised, under an amateur licence, to operate outside of the provisions of the LCD applicable to the licence. However, by application of <a href=\"http:\/\/www.acma.gov.au\/WEB\/STANDARD\/pc=PC_1255#Special_Conditions\">special conditions<\/a> on an amateur licence, a licensee may be authorised to use a higher power for earth-moon-earth communications than that provided for in the LCD.<\/p>\n<p><a name=\"_Toc253037904\"><\/a><strong>Operation outside the amateur LCD<\/strong><\/p>\n<p>Other than those circumstances discussed under Licence Conditions Determinations, operation outside of that provided for in the Amateur LCD (for example, operating on frequencies other than those provided for in the LCD) will, generally, be licensed under the <a href=\"http:\/\/www.acma.gov.au\/WEB\/STANDARD\/pc=PC_1302\">Scientific<\/a> licence type.) The licence fee applicable will be a calculated fee, based on spectrum location, geographical location, amount of spectrum occupied and coverage area.<\/p>\n<p><a name=\"_Toc253037905\"><\/a><strong>Special conditions<\/strong><\/p>\n<p>Any conditions which apply to an individual licence but are not included in the LCD, will be printed on the licence under the heading &#8216;Special Conditions&#8217;.<\/p>\n<p>In relation to amateur Repeater and Beacon licences, an <a href=\"http:\/\/www.acma.gov.au\/ACMAINTER.65690:STANDARD:1734831261:pc=PC_1610\">accredited person<\/a> may ask the ACMA to impose one or more special conditions on the licences according to the circumstances in which the frequency assignments for the licence are made.<\/p>\n<p>[\/et_pb_toggle][\/et_pb_column][\/et_pb_row][et_pb_row column_structure=&#8221;1_3,2_3&#8243; or<\/p>\n<p>\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 (ii)\u00a0\u00a0\u00a0 intercommunications; or<\/p>\n<p>\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 (iii)\u00a0\u00a0\u00a0 technical investigations into radiocommunications; or<\/p>\n<p>\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 (iv)\u00a0\u00a0\u00a0 transmitting news and information services related to the operation of amateur stations, as a means of facilitating intercommunication; and<\/p>\n<p>\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 (b)\u00a0\u00a0\u00a0 must not use an amateur station for financial gain; and<\/p>\n<p>\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 (c)\u00a0\u00a0\u00a0 must not transmit:<\/p>\n<p>\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 (i)\u00a0\u00a0\u00a0 a message that is, or includes, an advertisement; These calls should receive priority and should be reported to the appropriate authority.<\/strong><\/em><\/li>\n<\/ul>\n<p>[\/et_pb_text][et_pb_toggle title=&#8221;Emergency procedures &#8211; Distress signals&#8221; _builder_version=&#8221;4.9.10&#8243; _module_preset=&#8221;default&#8221; title_font=&#8221;|700|||||||&#8221; title_font_size=&#8221;14px&#8221;]<\/p>\n<p><a name=\"_Toc253037943\"><\/a><strong>Distress signals<\/strong><\/p>\n<p>Use of the distress signal indicates that a ship, aircraft or person is threatened by grave and imminent danger and requires immediate assistance. The radiotelegraphy distress signal consists of the group (SOS), transmitted as a single character. The radiotelephony distress signal consists of the word &#8216;MAYDAY&#8217;.<\/p>\n<p><a name=\"_Toc253037944\"><\/a><strong>Distress call and message<\/strong><\/p>\n<p>The <strong>distress call<\/strong> consists of:<\/p>\n<ol>\n<li>the distress signal sent three times;<\/li>\n<li>the words &#8216;THIS IS&#8217; or &#8216;DE&#8217;; and<\/li>\n<li>the callsign or other identification of the station in distress, sent three times.<\/li>\n<\/ol>\n<p>The <strong>distress message<\/strong> consists of:<\/p>\n<ol>\n<li>the distress signal SOS (radiotelegraphy) or MAYDAY (radiotelephony);<\/li>\n<li>the name, or other identification, of the station in distress;<\/li>\n<li>particulars of its position;<\/li>\n<li>the nature of the distress and the kind of assistance required; and<\/li>\n<li>any other information which might be of assistance.<\/li>\n<\/ol>\n<p>For a list of written characters and corresponding Morse code signals refer to the <a href=\"http:\/\/www.acma.gov.au\/WEB\/STANDARD\/pc=PC_1286\">Morse Code Signals<\/a>\u00a0document.<\/p>\n<p>[\/et_pb_toggle][et_pb_toggle title=&#8221;Emergency procedures &#8211; Obligation to accept distress traffic&#8221; _builder_version=&#8221;4.9.10&#8243; _module_preset=&#8221;default&#8221; title_font=&#8221;|700|||||||&#8221; title_font_size=&#8221;14px&#8221;]<\/p>\n<p><a name=\"_Toc253037943\"><\/a><strong><\/strong>A distress call or message has absolute priority over all other transmissions and may be heard on any frequency. Consequently, operators in the amateur service should be prepared to accept such traffic at all times.<\/p>\n<p><a name=\"_Toc253037945\"><\/a><\/p>\n<p>When a distress call is heard, you must:<\/p>\n<ol>\n<li>immediately cease all transmissions;<\/li>\n<li>continue to listen on the frequency; and<\/li>\n<li>record full details of the distress message (the information should be recorded in writing and, if possible, by tape recorder).<\/li>\n<\/ol>\n<p>If a distress message is received, defer acknowledgement for a short interval to see if the message has been received by a station better placed to render assistance. If the distress message is not acknowledged within a reasonable time, the amateur operator is obliged to assist.<\/p>\n<p><a name=\"_Toc253037946\"><\/a><strong>Notifying appropriate authority<\/strong><\/p>\n<p>After acknowledging or attempting to acknowledge receipt of the distress message, you should immediately forward details of the distress situation to:<\/p>\n<ol>\n<li>for land based distress situations &#8211; the nearest police station;<\/li>\n<li>for air or sea based distress situations &#8211; <a href=\"http:\/\/www.amsa.gov.au\/Search_and_Rescue\">AusSAR Rescue Co-ordination Centre<\/a>, Canberra, ACT. The telephone number for Aviation Rescue services is 1800 815 257 and Maritime Rescue services is 1800 641 792. These lines are open 24 hours; or<\/li>\n<li>any other appropriate authority.<\/li>\n<\/ol>\n<p>You should resume listening and keep the respective authority informed of any developments. Any assistance practicable should be given until cessation of distress traffic is announced (by means of the operating signals &#8216;QUM&#8217; in radiotelegraphy or &#8216;SEELONCE FEENEE&#8217; in radiotelephony), or until you are advised that assistance is no longer required.<\/p>\n<p>For a list of written characters and corresponding Morse code signals refer to the <a href=\"http:\/\/www.acma.gov.au\/WEB\/STANDARD\/pc=PC_1286\">Morse Code Signals<\/a> document.<\/p>\n<p><a name=\"_Toc253037947\"><\/a><strong><\/strong><\/p>\n<p>[\/et_pb_toggle][et_pb_toggle title=&#8221;Emergency procedures &#8211; Urgency signals&#8221; _builder_version=&#8221;4.9.10&#8243; _module_preset=&#8221;default&#8221; title_font=&#8221;|700|||||||&#8221; title_font_size=&#8221;14px&#8221;]<\/p>\n<p><a name=\"_Toc253037943\"><\/a>In cases where the use of the distress signal is not fully justified, the &#8216;URGENCY&#8217; signal may be used. In Morse radiotelegraphy, the urgency signal consists of three repetitions of the group &#8216;XXX&#8217; , sent with the letters of each group and the successive groups clearly separated from each other. It shall be transmitted before the call.<span style=\"font-size: 14px;\">In radiotelephony, the urgency signal consists of the group of words &#8216;PAN PAN&#8217; , each word of the group pronounced as the French word &#8216;panne&#8217;. The urgency signal shall be repeated three times before the call.<\/span><\/p>\n<p>The urgency signal has priority over all other transmissions except distress. All stations hearing an urgency signal should:<\/p>\n<ol>\n<li>ensure that they do not cause interference to the transmission of the message that follows; and<\/li>\n<li>be prepared to assist if required.<\/li>\n<\/ol>\n<p>For a list of written characters and corresponding Morse Code signals refer to the <a href=\"http:\/\/www.acma.gov.au\/WEB\/STANDARD\/pc=PC_1286\">Morse Code Signals<\/a>\u00a0document.<\/p>\n<p>[\/et_pb_toggle][et_pb_toggle title=&#8221;International use of radiocommunications in the event of natural disasters&#8221; _builder_version=&#8221;4.9.10&#8243; _module_preset=&#8221;default&#8221; title_font=&#8221;|700|||||||&#8221; title_font_size=&#8221;14px&#8221;]<\/p>\n<p><span style=\"font-size: 14px;\">The International Telecommunication Union (ITU) considered the international use of radiocommunications in the event of natural disasters at the World Administrative Radio Conference (WARC) in Geneva during 1979. Administrations were invited to provide for the needs of international disaster and emergency communications within their national regulations.<\/span><a name=\"_Toc253037943\"><\/a><\/p>\n<p>In the event of natural disasters, normal communications systems may be overloaded, damaged, or completely disrupted, and the rapid establishment of communication to facilitate world-wide relief actions is essential. As the amateur bands are not bound by international plans or notification procedures, they are well adapted for short-term use in emergency situations. The amateur service, with its widespread distribution and demonstrated capacity to assist with the use of certain amateur frequencies, is vital in meeting this need until normal communications are restored.<\/p>\n<p>The 1997 WRC adopted <a href=\"http:\/\/www.acma.gov.au\/WEB\/STANDARD\/pc=PC_1260#Resolution_No._644\">Resolution 644<\/a> that acknowledges the increasing complexity and diversity of telecommunications resources available that may be used for disaster mitigation and relief operations. The communications devices that may be used for these purposes include the use of amateur radio, mobile and portable satellite terminals and other appropriate and available communications resources.<\/p>\n<p>The frequency bands allocated to the amateur service specified in the ITU Radio Regulations (3.5 MHz, 7.0 MHz, 10.1 MHz, 14.0 MHz, 18.068 MHz, 21.0 MHz, 24.89 MHz and 144 MHz) may be used by administrations to meet the needs of international disaster communications. Amateur involvement is limited to the duration of the emergency and to the specific geographical area of the emergency, as defined by the responsible authority of the affected country. Disaster communications will take place within the disaster area, and between the disaster area and the permanent headquarters of the organisation providing relief.<\/p>\n<p>Any communications shall be carried out only with the consent of the administration of the country in which the disaster has occurred. Relief communications provided from outside the country in which disaster has occurred shall not replace existing national or international amateur emergency networks. Close co-operation is desirable between amateur stations and the stations of other radio services which may find it necessary to use amateur frequencies in disaster communications. International relief communications shall avoid, as far as practicable, interference to the amateur service networks.<\/p>\n<p>[\/et_pb_toggle][\/et_pb_column][\/et_pb_row][et_pb_row column_structure=&#8221;1_3,2_3&#8243; _builder_version=&#8221;4.9.10&#8243; _module_preset=&#8221;default&#8221; custom_padding=&#8221;||0px|||&#8221;][et_pb_column type=&#8221;1_3&#8243; _builder_version=&#8221;4.9.10&#8243; _module_preset=&#8221;default&#8221;][et_pb_text _builder_version=&#8221;4.9.10&#8243; _module_preset=&#8221;default&#8221;]<\/p>\n<p>2.6\u00a0 \u00a0 Station identification<\/p>\n<p>[\/et_pb_text][\/et_pb_column][et_pb_column type=&#8221;2_3&#8243; _builder_version=&#8221;4.9.10&#8243; _module_preset=&#8221;default&#8221;][et_pb_text _builder_version=&#8221;4.9.10&#8243; _module_preset=&#8221;default&#8221; min_height=&#8221;78.4px&#8221; custom_margin=&#8221;||-12px|||&#8221; custom_padding=&#8221;||2px|||&#8221;]<\/p>\n<ul>\n<li><em><strong>Recall that correct station identification is required at the beginning of a transmission, or series of transmissions, and at least every 10 minutes during a series of transmissions. Recall that any transmission, even a test transmission, must contain station identification.<\/strong><\/em><\/li>\n<\/ul>\n<p>[\/et_pb_text][et_pb_toggle title=&#8221;Operation of an amateur station&#8221; _builder_version=&#8221;4.9.10&#8243; _module_preset=&#8221;default&#8221; title_font=&#8221;|700|||||||&#8221; title_font_size=&#8221;14px&#8221;]<\/p>\n<p>(1A) The licensee of an amateur station (other than an amateur beacon station or amateur repeater station) may, on the following days, substitute the prefix letters VK in the call sign printed on the licensee\u2019s amateur licence with the prefix letters AX:<\/p>\n<p>\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 (a)\u00a0\u00a0\u00a0 26 January;<\/p>\n<p>\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 (b)\u00a0\u00a0\u00a0 25 April;<\/p>\n<p>\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 (c)\u00a0\u00a0\u00a0 17 May.<\/p>\n<p>Example<\/p>\n<p>If the call sign specified in the licensee\u2019s licence is VK1ZZZ, the licensee may use the call sign AX1ZZZ on the days mentioned in paragraphs (a) to (c) above.<\/p>\n<p><em>Note\u00a0\u00a0\u00a0<\/em>26 January is Australia Day, 25 April is Anzac Day and 17 May is World Telecommunication Day.<\/p>\n<p>\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 (1)\u00a0\u00a0 Subject to subsection (2A), if the licensee makes a single transmission from an amateur station (other than an amateur beacon station or amateur repeater station), the licensee must transmit the call sign of any station being called, or communicated with, followed by the call sign of the licensee\u2019s amateur station:<\/p>\n<p>\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 (a)\u00a0\u00a0\u00a0 at the beginning and end of the transmission; and<\/p>\n<p>\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 (b)\u00a0\u00a0\u00a0 for a transmission that lasts more than 10 minutes\u00a0\u2014 the licensee must transmit the call sign of the station being called or communicated with, followed by the call sign of the licensee\u2019s station:<\/p>\n<p>\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 (i)\u00a0\u00a0\u00a0 at least once during each period of 10 minutes in the course of the series; and<\/p>\n<p>\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 (ii)\u00a0\u00a0\u00a0 by voice (using the English language), by visual image or by an internationally recognised code.<\/p>\n<p>\u00a0\u00a0\u00a0\u00a0\u00a0 (2A)\u00a0\u00a0 If a network of amateur operators is participating in emergency services operations or related training exercises, for transmissions relating to those operations or exercises, the licensee must ensure that arrangements are in place for at least 1 station in the network to transmit the call signs of the stations participating in the network:<\/p>\n<p>\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 (a)\u00a0\u00a0\u00a0 at the beginning and end of a transmission or series of transmissions; and<\/p>\n<p>\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 (b)\u00a0\u00a0\u00a0 for a transmission or series of transmissions that lasts for more than 30\u00a0minutes\u00a0\u2014 at least once during each period of 30 minutes; and<\/p>\n<p>\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 (c)\u00a0\u00a0\u00a0 by voice (using the English language), by visual image or by an internationally recognised code.<\/p>\n<p>\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 (3)\u00a0\u00a0 Subject to subsection (3A), the licensee must not cause a carrier wave to be emitted from an amateur station unless:<\/p>\n<p>\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 (a)\u00a0\u00a0\u00a0 the wave is subjected to intelligible modulation; However, if you have a Foundation 4 letter call sign (Fxxx) you will be required to change your call sign if you upgrade to Standard or Advanced.<\/p>\n<p>Two-letter call signs remain available to advanced licensees only.\u00a0<\/p>\n<h2><strong>Call signs and state\/territory identifiers<\/strong><strong>\u00a0<\/strong><\/h2>\n<p>Call signs traditionally indicated the state or territory where an amateur resides\u2014for example, VK3 indicates that the licensee resides in Victoria.<\/p>\n<h3>Applying for new call signs<\/h3>\n<p>If you\u2019re applying for a<span>\u00a0<\/span><em>new<\/em><span>\u00a0<\/span>call sign, you\u2019ll continue to be issued with a call sign that indicates your state or territory of residence.\u00a0<\/p>\n<h3>Moving interstate or changing location<\/h3>\n<p>It has been long-standing operational policy that amateurs moving interstate must get a new call sign.\u00a0However, it is no longer a requirement to get a new call sign when you move interstate, although you can get one if you wish.\u00a0<\/p>\n<p>Under the LCD, if you\u2019re going to operate an amateur<span>\u00a0<\/span><button class=\"a-tooltip active-tooltip\" data-tippy-content=\"An installation or thing that is, or includes: 1 or more radiocommunications transmitters, and\/or 1 or more radiocommunications receivers It also includes an installation or thing, artificial or natural, that reflects or receives radio emissions.\">station<\/button><span>\u00a0<\/span>at a different location for a continuous period longer than 4 months (or 7 days for a repeater or beacon), you should ask the ACMA to consider varying the licence to change the location.\u00a0<\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/article>\n<\/div>\n<\/div>\n<ul><\/ul>\n<p>[\/et_pb_toggle][et_pb_toggle title=&#8221;Callsign prefixes&#8221; _builder_version=&#8221;4.9.10&#8243; _module_preset=&#8221;default&#8221; title_font=&#8221;|700|||||||&#8221; title_font_size=&#8221;14px&#8221;]<\/p>\n<p><span style=\"font-size: 14px;\">Name of Determination<\/span><\/p>\n<p><a name=\"_Toc253038008\"><\/a>This Determination is the Radiocommunications Licence Conditions (Amateur Licence) Determination No. 1 of 1997.<\/p>\n<p><a name=\"_Toc253038010\"><\/a><\/p>\n<p>\u00a0<a name=\"_Toc253037961\"><\/a><span>Scope<\/span><\/p>\n<p>\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 (1)\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 This Determination sets out conditions to which an amateur licence is subject in the following manner:<\/p>\n<p>\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 (a)\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 every amateur licence is subject to the conditions in Part 2;<\/p>\n<p>\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 (b)\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 every amateur licence (amateur advanced station) is also subject to the conditions in Part 3;<\/p>\n<p>\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 (c)\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 every amateur licence (amateur standard station) is also subject to the conditions in Part 5;<\/p>\n<p>\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 (d)\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 every amateur licence (amateur foundation station) is also subject to the conditions in Part 6;<\/p>\n<p>\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 (e)\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 every amateur licence (amateur beacon station) is also subject to the conditions in Part 8;<\/p>\n<p>\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 (f)\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 every amateur licence (amateur repeater station) is also subject to the conditions in Part 9.<\/p>\n<p>\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 (2)\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Subject to subsection (3), if a condition in this Determination is inconsistent with a condition specified in the licence, the condition specified in the licence applies.<\/p>\n<p>\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 (3)\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Subsection (2) does not apply to the condition set out in subsection 8\u00a0(1A).<\/p>\n<p>[\/et_pb_toggle][et_pb_toggle title=&#8221;Permitted frequency bands&#8221; _builder_version=&#8221;4.9.10&#8243; _module_preset=&#8221;default&#8221; title_font=&#8221;|700|||||||&#8221; title_font_size=&#8221;14px&#8221;]<\/p>\n<p><a name=\"_Toc253038008\"><\/a><\/p>\n<p>The licensee must operate an amateur advanced station only on a frequency that:<\/p>\n<p>\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 (a)\u00a0\u00a0\u00a0 is in a frequency band mentioned in an item in Part 1 of Schedule 2; and<\/p>\n<p>\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 (b)\u00a0\u00a0\u00a0 is not in an excluded frequency range specified in an item in Part 2 of Schedule 2 for the area of operation.<\/p>\n<p><a name=\"_Toc253038009\"><\/a><strong>Emissions from an amateur advanced station<\/strong><\/p>\n<p>\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 The licensee must not operate an amateur advanced station in a frequency band mentioned in an item in Schedule 2 unless:<\/p>\n<p>\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 (a)\u00a0\u00a0\u00a0 it is operated using an emission mode mentioned in the item; and<\/p>\n<p>\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 (b)\u00a0\u00a0\u00a0 the transmission remains entirely within a frequency band mentioned in the item.<\/p>\n<p><a name=\"_Toc253038010\"><\/a><strong>Operating an amateur advanced station in the frequency band 50 MHz to 52 MHz<\/strong><\/p>\n<p><strong>\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 <\/strong>(1)\u00a0\u00a0 Subsections (2) and (3) apply if the licensee operates an amateur advanced station in the frequency band 50.000\u00a0MHz to 52.000\u00a0MHz.<\/p>\n<p>\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 (2)<strong>\u00a0\u00a0 <\/strong>The licensee must not operate the station if it causes interference to the reception of the transmissions of television channel\u00a00.<\/p>\n<p>\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 (3)\u00a0\u00a0 If the licensee operates the station in New South Wales, Victoria, Queensland or the Australian Capital Territory, the licensee must operate the station:<\/p>\n<p>\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 (a)\u00a0\u00a0\u00a0 in the frequency band 50.000\u00a0MHz to 50.300\u00a0MHz only, using:<\/p>\n<p>\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 (i)\u00a0\u00a0\u00a0 emission mode 200HA1A and a maximum transmitter power of 100 watts pY; and<\/p>\n<p>\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 (iii)\u00a0\u00a0\u00a0 at least 60 kilometres from a television translator station that has inputs on television channel 0.<\/p>\n<p><em>Note<\/em>\u00a0\u00a0\u00a0For details of VHF television channel 0 stations, see Schedule 7.<\/p>\n<p><a name=\"_Toc253038011\"><\/a>Operating an amateur advanced station in the frequency bands 3.425 GHz to 3.4425 GHz and 3.475 GHz to 3.4925 GHz<\/p>\n<p>If the licensee operates an amateur advanced station in the frequency band 3.425 GHz to 3.4425 GHz or 3.475 GHz to 3.4925 GHz, the licensee must not operate the station in a designated area described in Schedule 5.<\/p>\n<p><a name=\"_Toc253038012\"><\/a>Operating an amateur advanced station in the frequency bands 3.4425 GHz to 3.475 GHz and 3.5425 GHz to 3.575 GHz<\/p>\n<p>If the licensee operates an amateur advanced station in the frequency band 3.4425 GHz to 3.475 GHz or 3.5425 GHz to 3.575 GHz, the licensee must not operate the station in a designated area described in Schedule 6.<\/p>\n<p><a name=\"_Toc253038013\"><\/a><strong>Transmitter output power<\/strong><\/p>\n<p><strong>\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 <\/strong>(1)\u00a0\u00a0 Subject to section 15, the licensee must not operate an amateur advanced station, using a transmitter output power of more than 400 watts pX, if the emission mode of the station includes:<\/p>\n<p>\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 (a)\u00a0\u00a0\u00a0 C3F; _builder_version=&#8221;4.9.10&#8243; _module_preset=&#8221;default&#8221; title_font=&#8221;|700|||||||&#8221; title_font_size=&#8221;14px&#8221;]<\/p>\n<p><a name=\"_Toc253037923\"><\/a>To enable experimentation involving earth-moon-earth communications, holders of Advanced amateur licences may apply to the ACMA to use a transmitter power higher than that permitted under the <a href=\"http:\/\/www.comlaw.gov.au\/comlaw\/Legislation\/LegislativeInstrumentCompilation1.nsf\/0\/CC456ED0C4803869CA2573F4001B9F93?OpenDocument\">Amateur LCD <\/a><strong style=\"font-size: 14px;\">Requirements<\/strong><\/p>\n<p>Applicants should be aware of the following requirements:<\/p>\n<ul>\n<li>The applicant must be the holder of an Advanced amateur licence.<\/li>\n<li>The ACMA&#8217;s form <a href=\"http:\/\/www.acma.gov.au\/webwr\/_assets\/main\/lib310172\/r077-additional_station_information.pdf\">R077<\/a> (Additional Station Information) may by used to provide supplementary information.<\/li>\n<li>High power operation will only be approved for experimentation involving the reflection of signals from a celestial body.<\/li>\n<li>Operation must be in amateur bands above 50 MHz.<\/li>\n<li>The applicant must satisfy the ACMA that the proposed signal levels from the station comply with the radiofrequency emission limits stipulated in the ARPANSA standard (see footnote).<\/li>\n<li>The ACMA may inspect the station at any reasonable time.<\/li>\n<li>The maximum period of approval will be 12 months or the duration of the current amateur licence, which ever is the\u00a0lesser.<\/li>\n<li>Extensions of the approval for up to 12 months may be granted if the applicant certifies that the station has not changed in any way since the last approval for high power operation was granted.<\/li>\n<li>The means of approval will be by the inclusion of special conditions on the amateur&#8217;s licence.<\/li>\n<li>The applicant will be responsible for all costs including licence variation fees and station inspection fees.<\/li>\n<li>The amateur must notify the ACMA of any station changes which may affect conformity with the ARPANSA standard.<\/li>\n<li>Applicants should be aware of the provisions of the <em>Radiocommunications Licence Conditions (Apparatus Licence) Determination 2003.<\/em><\/li>\n<\/ul>\n<p><strong>Footnote:<\/strong> ARPANSA standard means the <em>Radiation Protection Standard for Maximum Exposure Levels to Radiofrequency Fields &#8211; _builder_version=&#8221;4.9.10&#8243; _module_preset=&#8221;default&#8221; title_font=&#8221;|700|||||||&#8221; title_font_size=&#8221;14px&#8221;]<\/p>\n<p>It has been long-standing operational policy that amateurs moving interstate must get a new call sign.\u00a0However, it is no longer a requirement to get a new call sign when you move interstate, although you can get one if you wish.\u00a0<\/p>\n<p>Under the LCD, if you\u2019re going to operate an amateur<span>\u00a0<\/span><button class=\"a-tooltip active-tooltip\" data-tippy-content=\"An installation or thing that is, or includes: 1 or more radiocommunications transmitters, and\/or 1 or more radiocommunications receivers It also includes an installation or thing, artificial or natural, that reflects or receives radio emissions.\">station<\/button><span>\u00a0<\/span>at a different location for a continuous period longer than 4 months (or 7 days for a repeater or beacon), you should ask the ACMA to consider varying the licence to change the location.\u00a0<\/p>\n<p>[\/et_pb_toggle][\/et_pb_column][\/et_pb_row][et_pb_row column_structure=&#8221;1_3,2_3&#8243; _module_preset=&#8221;default&#8221; min_height=&#8221;40.4px&#8221; custom_margin=&#8221;||-12px|||&#8221; custom_padding=&#8221;||2px|||&#8221;]<\/p>\n<ul>\n<li><em><strong>Recall that a licensee must not operate an Amateur station if its operation causes harmful interference to other radiocommunications stations<\/strong><\/em><\/li>\n<\/ul>\n<p>[\/et_pb_text][et_pb_toggle title=&#8221;Interference&#8221; _builder_version=&#8221;4.9.10&#8243; _module_preset=&#8221;default&#8221; title_font=&#8221;|700|||||||&#8221; title_font_size=&#8221;14px&#8221;]<\/p>\n<p><span style=\"font-size: 14px;\">A feature of domestic environments is the widespread use of radiocommunications equipment such as television, radio and regulated non-broadcasting transmitters, including those used for the Citizen Band (CB) and amateur services. Interference to domestic television and radio receivers often arises from the operation of nearby CB and amateur transmitters. The interference from CB and amateur transmitters generally occurs from faults in a transmitter, or because the radio and television receiving equipment is unable to reject unwanted CB or amateur transmissions, even though those transmissions are on different frequency bands from those used by radio and television stations.<\/span><a name=\"_Toc253037935\"><\/a><\/p>\n<p>Equipment standards and licensing conditions ensure that CB and amateur transmitters meet stringent quality requirements; however, radio and television receivers vary in quality and many do not have a high level of immunity from interference. The <a href=\"http:\/\/www.comlaw.gov.au\/comlaw\/Legislation\/ActCompilation1.nsf\/0\/9757F0FF5EFA7626CA25737000199C3E?OpenDocument\">Radiocommunications Act 1992<\/a> (the Act) defines interference in relation to radiocommunications as:<\/p>\n<p>&#8216;interference to, or with, radiocommunications that is attributable, whether wholly or partly and whether directly or indirectly, to an emission of electromagnetic energy&#8217;.<\/p>\n<p>Devices are defined as a radiocommunications transmitter, any other transmitter, a radiocommunications receiver or any other thing, any use or function of which is capable of being interfered with by radio emission.<\/p>\n<p>[\/et_pb_toggle][\/et_pb_column][\/et_pb_row][et_pb_row column_structure=&#8221;1_3,2_3&#8243; _builder_version=&#8221;4.9.10&#8243; _module_preset=&#8221;default&#8221; custom_padding=&#8221;||0px|||&#8221;][et_pb_column type=&#8221;1_3&#8243; _builder_version=&#8221;4.9.10&#8243; _module_preset=&#8221;default&#8221;][et_pb_text _builder_version=&#8221;4.9.10&#8243; _module_preset=&#8221;default&#8221;]<\/p>\n<p>2.14\u00a0 \u00a0Authorised use of Amateur stations<\/p>\n<p>[\/et_pb_text][\/et_pb_column][et_pb_column type=&#8221;2_3&#8243; _builder_version=&#8221;4.9.10&#8243; _module_preset=&#8221;default&#8221;][et_pb_text _builder_version=&#8221;4.9.10&#8243; _module_preset=&#8221;default&#8221; min_height=&#8221;40.4px&#8221; custom_margin=&#8221;||-12px|||&#8221; custom_padding=&#8221;||2px|||&#8221;]<\/p>\n<ul>\n<li><em><strong>Recall that an Amateur licensee may authorise a suitably qualified person to operate the Amateur station.<\/strong><\/em><\/li>\n<li><em><strong>Recall that a person without Amateur qualifications may communicate via an Amateur Advanced or Standard Station provided the station is under full control at all times of a qualified person.<\/strong><\/em><\/li>\n<\/ul>\n<p>[\/et_pb_text][et_pb_toggle title=&#8221;Third party authorisations&#8221; _builder_version=&#8221;4.9.10&#8243; _module_preset=&#8221;default&#8221; title_font=&#8221;|700|||||||&#8221; title_font_size=&#8221;14px&#8221;]<\/p>\n<p><a name=\"_Toc253037915\"><\/a>While an amateur may authorise a third party to operate his or her station, there are limitations on:<span style=\"font-size: 14px;\">to whom a third party authorisation may be given; and<\/span><\/p>\n<ul>\n<li>how a station may be operated under a third party authorisation.<\/li>\n<\/ul>\n<p>An amateur licensee may only third party authorise a person with the same qualification, or a higher qualification, or an overseas equivalent. For example, a licensed Advanced amateur operator may only issue a third party authorisation to another amateur operator to operate the station if the other amateur is qualified to operate an Advanced amateur station. This means that the third party must have an <a href=\"http:\/\/www.acma.gov.au\/WEB\/STANDARD\/pc=PC_1255#Table2\">Australian qualification<\/a> to that level, or hold an <a href=\"http:\/\/www.acma.gov.au\/WEB\/STANDARD\/pc=PC_1311\">overseas qualification<\/a> that is considered to be equivalent to that level.<\/p>\n<p>A person authorised to operate an amateur station must only operate the station under circumstances applicable to that station. For example, while a licensed Standard amateur may issue a third party authorisation to a person who is qualified to operate as an Advanced amateur, that third party may only operate the station to Standard amateur conditions.<\/p>\n<p>Providing that a qualified operator is actually operating (adjusting the controls, etc.) the amateur station, other persons, whether qualified or not, are permitted to communicate through the amateur equipment.
